There never has been an arrival tax in Thailand. Departure taxes used to be charged in cash but are now included in the ticket price.

I think you might be thinking of Bali with their VOA.
If you are talking about a visa on arrival, it must be paid in Thai baht. The US dollar is rarely used in Thailand.
